Waitlist & Promotion

When a course is full, new registrations automatically join the waitlist. Promotion order:
- By registration time — earlier registrants are promoted first
- Account-creation time as the tiebreaker for identical registration timestamps
When a confirmed student cancels and frees up a seat, the system automatically promotes the next person in that order and sends both an email and a push notification. You don't need to do anything while waitlisted — the system handles it automatically once a seat opens.
Promotion only triggers when a confirmed student cancels. If staff directly cancel a waitlisted registration, that doesn't free up a seat for the next person, since that spot was never confirmed in the first place.
